Functions of TFDA

Tanzania Food and Drugs Authority (TFDA), is a regulatory body responsible for controlling the quality, safety and effectiveness of food, drugs, herbal drugs, cosmetics and medical devices. It is established under Tanzania Food, Drugs and Cosmetics Act No. 1 of 2003, after repealing the Pharmaceutical and Poisons Act No. 9 of 1978 (which established the Pharmacy Board) and Food {Control of Quality} Act No. 10 of 1978 (which established the National Food Control Commission). TFDA, a semi-autonomous body under the Ministry of Health and Social Welfare, became operational on 1st July 2003.

The Mission of TFDA is to protect the health of consumers against hazards associated with food, drugs, herbal drugs, cosmetics and medical devices. This mission is achieved by performing the following core activities

Product Evaluation and Registration
In Tanzania drugs, prepackaged food, cosmetics, herbal drugs, medical devices and food supplements are evaluated and registered by the Tanzania Food and Drugs Authority (TFDA)  before being approved for distribution and marketing in the country. The objective of the evaluation and registration is to ensure that only safe, quality and efficacious products are approved for use in the country. This section provides information on all aspects of the product evaluation and egistration.

Premises Registration and Licensing
The Directorate of Inspection and Surveillance is responsible with ensuring that all dealings in food, drugs, herbal drugs, cosmetics and medical devices are done after obtaining relevant licenses and permits. This section of the site gives details on the types of licenses and permits issued by TFDA and how to obtain them.

Inspection and Surveillance
 

The Directorate of Inspection and Surveillance is responsible with inspecting manufacturers, wholesalers and retailers and clinical trials sites and at port of entry to ensure that standard requirements for food, drugs, herbal drugs, cosmetics and medical devices are complied to. This section of the site describes the work of the Inspectorate.

Import and Export Control
The TFDA control import and export of food, drugs, herbal drugs, cosmetics and medical devices in order to ensure their safety, quality and effectiveness. This section of the site gives details on the procedures to be followed by importer and exporters.

Post Marketing Product Risk Analysis
TFDA continually monitor safety of food, drugs, herbal drugs, cosmetics and medical devices available on the Tanzania market. This section of the site explains how TFDA conduct Post marketing product risk analysis.

Laboratory Analysis for Quality, Safety and Effectiveness
Laboratory analysis are carried out to ascertain the quality, safety and effectiveness of food, drugs, herbal drugs, cosmetics and medical devices manufactured or imported into Tanzania. This section elaborates how TFDA carries out this activity.

Product Promotion Control
Promotion of food, drugs, herbal drugs, cosmetics and medical devices in the country are regulated by TFDA. This section describe how is the promotion in Tanzania regulated and the procedures to get approval for promotion materials/activities.

Public Education
Public Education section is responsible with marketing TFDA and its activities through educating and informing stakeholders on all issues related to institution’s functions such as control of the quality, safety and rational use of drugs, food, herbal drugs, cosmetics and medical devices. Statement From Director General

I warmly welcome you to the official website of the Tanzania Food and Drugs Authority (TFDA).

This website provides electronic access to a wide range of information which include TFDA activities, policies, laws, regulations, guidelines and services offered related to food, medicines, cosmetics and medical devices. The other information available in the website are latest alerts on various product regulatory issues such as banned products for human consumption. The aim is to make TFDA more accountable and responsinve to its stakeholders and the general public at large in fulfilling its principal duty of regulating the quality and safety of food, medicines, cosmetics and medical devices marketed in Tanzania purposely to protect and promote public health.

It is our hope that with this website, TFDA will be more closer to its stakeholders. Furthermore, usefulness of this website will be realized only if stakeholders will objectively use it to transact their business and also to furnish relevant information timely to TFDA.

We are eager to receive feedback and constructive criticism on safety and quality of regulated products circulating in the market. The feedback form for achieving this envisaged end is available in the website. We will always be ready to share information with any interested party and provide prompt response to any comment or inquiry made.

TFDA Organization

In order to fulfil its mission of protecting and promoting public health, TFDA is organized into four Directorates and Zone offices .

At the top of the structure is the Permanent Secretary of Ministry of Health and Social Welfare, who is responsible for strategic issues with regards to the TFDA’s performance. S/he is accountable to the Minister responsible for health who is advised by TFDA Ministerial Advisory Board.


Mr. Hiiti B. Sillo
DIRECTOR GENERAL

The Director General is the overall Chief Executive of the organization. He is responsible for the day to day operations of the Authority. His office is comprised of the legal counsel, internal audit and Procurement Unit . These three offices are responsible for providing supportive services in areas not linked to any of the specialized directorates. Below the Director General are the four Directorates of TFDA:

Director of Medicines and Cosmetics


The Directorate is responsible for ensuring that all drugs, herbal drugs, cosmetics and medical devices are correctly evaluated for quality, safety and effectiveness before being approved for use. The directorate is also responsible for inspection and enforcement of medicines, cosmetics and medical devices. It is also responsible for control of clinical trials and adverse drug reactions monitoring and evaluation.

Director of Food Safety


This Directorate is responsible for ensuring safety and quality of food to be manufactured, imported, distributed or sold for human consumption.The Directorates performs food inspection services, pre-market evaluation and registration of food products and food establishments, food risk analysis, food import and export certification and food promotion control.


Ms. Charys N. Ugullum
Director of Laboratory Services


This Directorate is responsible for conducting laboratory analysis of food, medicines and cosmetics and testing of medical devices for enhancing decision-making within the Authority.


Dr. Sikubwabo S. Ngendabanka
Director of Business Support


This Directorate is established to provide and enhance good management of TFDA’s resources and to give support to all technical operations of the Authority. It is also involved with development and implementation of public education programmes and Management information Systems.


     
     
 

Zones Offices
There are five Zone Offices that perform TFDA functions at zone level, which are:-

  • Lake Zone: located in Mwanza (covering Mwanza, Mara, Kagera, Shinyanga, Simiyu and Geita regions)
  • Northern Zone: located in Arusha (covering Arusha, Manyara, Kilimanjaro and Tanga regions)
  • Southern Highlands Zone: located in Mbeya (covering Mbeya, Iringa, Rukwa, Ruvuma, Njombe and Katavi regions)
  • Eastern Zone: located in Dar es Salaam (covering Dar es salaam, Morogoro and Coast regions)
  • Central Zone: located in Dodoma (covering Dodoma and Singida regions)

NOTE: TFDA also collaborates with the Regional Administration and Local Government Authorities in enforcing the Tanzania Food, Drugs and Cosmetics Act, 2003.
